Presently, a physician planning even a short visit abroad has o fulfill the following obligations:
(a) Obtain an NOC (No objection Certftcate) from his parent institution where he ‘is zvorkinç.
Execute a prescribed Rs. 50,000/— bond.
Obtain an NOC from the Health Ministry.
Obtain an NOC from the Cabinet Division if the visit is official.
Obtain an NOC addressed to the State Bank to have his papers processed irrespective /‘ whether the ticket is being purchased locally or coming from abroad and. irrespect ive of whether aiy foreign exchange is desired or not.
To ensure that lie returns within the prescribed period on the 1VOC or face a forfoiture of the 1,ond money and departmental action.
Please then, when the NO C’s and bonds cannot keep those frpm leaving for whom they were designed and end up frustrating and making sore those who are coming back anyway—Wily then this exercise in futility?
